Civil society is abuzz with the debate whether parliamentary democracy is suitable for this country or presidential system is better:which out of these two suit the genius of its people? There are detractors galore of the parliamentary system which we have been practising for a fairly long time now and which has utterly failed to deliver. This country has never ever had presidential system. It was misnomer to call the system introduced by Ayub Khan as presidential. It was not the presidential system in the true sense of the word.
Some of the old associates of the founder of nation say that in his heart of hearts the Quaid knew that if parliamentary system was introduced in Pakistan it will always be ruled by the Daultanas, Mamdots and feudal lords of their ilk. It is unfortunate that he didn’t live long to give a system of governance providing equal opportunities to the common man also like the elite, to come to the top for serving the nation.
The detractors of the presidential system say in case presidential system was introduced in the country no person belonging to the provinces other than Panjab would be able to win the election to the office of the president because of numerical strength of Panjab. They, however, conveniently forget that California is the biggest province of the US but the American president does not necessarily get elected from that province always. Let us say If we opt for the American pattern of government we can create more provinces out of the womb of the existing one thus finishing the dominance of any single province over the other. We should also not forget that Panjab has been voting into power political parties headed by the politicians belonging to smaller provinces in the past so many times so the apprehensions that in the presidential election a person belonging to Panjab would always be the president of this country are unfounded. In the presidential system of the US, more often than not, persons belonging to the middle class also become tenant of the White House. Didn’t Nixon, Carter, Reagan, Clinton, Obama, Truman, Johnson, Lincoln, Jefferson, to mention a few, belonged to the middle class and the proletariat?
