The recovery of the kidnapped son of the chief justice of Sindh the other day from Tank, which is gateway to South Waziristan has exposed the tall claims of good governance both of the federal as well as the Sindh government. From Karachi up to Tank there are umpteen check posts manned by security agencies. If they could be duped and taken to the cleaners by the kidnappers easily then obviously a big question mark is raised on their functioning ?Not long ago the sons of a former prime minister and a governor had been abducted in more or less similar circumstances from Panjab also and in their release the civil agencies had also not played any significant role. It is a pity that the Army has been doing the job of civil agencies also in addition to defending the geographical frontiers of the country. What are the civil administration and police for if they cannot perform their basic duties to the satisfaction of the taxpayers ?
About Sindh’s police,the less said the better. During the past ten to fifteen years the three main political stake holders like the MQM,ANP and the PPP have been ruling the roost in
Sindh and during their period recruitment to the Police in the province was made on the recommendatory chits of their MPAs and MNAs. Small wonder a majority of policemen recruited during their stint in office was not up to the mark. Moreover, many of them had got employment by greasing the palms of those who moved into the corridors of power. It would,therefore,be naive to expect that such a police force would deliver in time of emergency.
Rangers are doing excellent job in Karachi so there should be no hesitation and hiccup in giving a legal cover to their operation against the malcontent whenever it is needed. It has often been experienced that the Sind government shilly shallies in the matter with the result that the operations of the Rangers are affected. A lot more is needed to be done by the Rangers in Karachi for which they would be needing a blanket constitutional cover in the days to come which should be provided to them pronto.
