Whenever politicians in this country are in opposition they make wild promises that if they came to power they would carry out far reaching administrative and judicial reforms in the FATA but whenever they assume power they realise that it was easier said than done.
Those who are well-versed with the nuts and bolts of tribal area would bear me out that it comprises the most difficult geographical terrain,which is unique of its kind in the world. After a great deal of experimentation and experience the Britishers had come to the conclusion that its law and order can only be controlled effectively only through the concept of traditional collective tribal territorial geographical responsibility
Insiders know that it is because of this concept that the incidence of crime in the FATA has always been a fraction of the crime rate of the adjacent province of KPK. To quote an instance,not long ago a comparative study of incidence of crime in North Waziristan and its adjoining settled district of Bannu was made and, surprisingly, the crime figures of only one day of police station of Bannu,namely that of Bannu city PS exceeded the annual crime rate of entire North Waziristan.
Is the government going to do away with this concept of collective tribal geographical territorial responsibility ?If so,has it evolved a better alternative ?If so,it had better be debated in Parliament.
The government has declared that it is going to recruit 20 thousand more levies for FATA. Prima facie it means it is not going to introduce the police system in vogue in settled area to FATA which is fair enough as a majority of tribesmen, who daily witness the excesses being committed by the policemen on the common man in the settled areas, don’t want their presence in the tribal area. They are also aware of the rampant corruption in the court room and tehsil office. They say they cannot afford prohibitive fee of the lawyers and the inordinate delay in the disposal of criminal and civil cases in the district courts and consider their own jirga system much simpler, time saving as well as cheaper.
