Time has proved that the decision of former President Musharaf to clip the wings of the District magistrate and transfer many of his judicial powers to the elected district nazim was wrong and not in the interest of common man. He had lost sight of the fact that elected representatives are, more often than not, very weak administrators .They are always reluctant to take strong action against their voters if they are found breaking any law of the land for fear of losing their votes.
Since there is no effective check and balance on the price index of consumer goods those persons who deal in them jack up their price without any cogent reason in order to scoop fat gains in double quick time. Time was when there were district price review committees in every district comprising members of civil society as well as representatives of consumers and newspapers. These committees were headed by the district magistrates .No trader could arbitrarily increase price of any essential commodity without convincing the members of the committee whose meetings were held regularly once a month and once rates were fixed by the committee the shopkeepers were bound to implement them .The prices were notified and the shopkeepers were supposed to display price of the consumer goods they sold on their shops. The municipal magistrates used to make test purchases and those indulging in black marketing were arrested and put behind the bars.
Creation of monopolies and cartel is another evil prevalent in this country. Though the government has appointed a Commission to discourage the spread of monopolies and cartel in the country the Commission in question has not been able to discharge its task effectively. It is good for nothing.
Suffice it to say that this government is not people -friendly. Since those running it are themselves businessmen they would never take any step which go against their interests. One is reminded her of a famous dictum that if a business man happens to be the head of any country he would earn a lot of money using his power and then use that money to get elected as ruler again and again.
