The executive is not delivering and that is why the supreme court has to intervene time and again to remind it to deliver the goods.The government was shilly shallying in the matter of holding local bodies elections.Were it not for the apex court’s strictures, the local bodies elections would not have been held even by now.The government is, likewise, reluctant to carry out national census long overdue on one excuse or the other with the result that the supreme court had to warn it to hold it soon thus raising the hope that at long last national census might be held soon.
It is indeed a pity that many state institutions don’t deliver due to their inefficiency and lethargy thus forcing the public to knock the door of the supreme court for getting things done.The government always bends over backward to claim that it has improved good governance but the fact of the matter is that it has gone from bad to worse.A majority of the public problems being faced by the people stem from lack of good governance.
After the elections to the local bodies the elected representatives of the people at the grass root level have assumed the charge of their office.There is no justification,whatever,now for the allocation of crores of rupees every year to the MPAs,MNAs and Senators for carrying out developmental works in their constituencies.This money should now go to the local bodies.It is none of the business of the parliamentarians to get roads blacktopped or tubewells dug.Their job is legislation,pure and simple and they should be concentrating on it.
