The allegations and counter allegations between Kabul and Islamabad pinning responsibility of acts of terrorism against each other would continue as long as effective border management is not put into force on the Durand Line and the only way through which it can be enforced is the erection of monitoring military picquets of the army over more than 200 entry points through which this border can be traversed either on foot or through four wheelers. This is a helluva job entailing deployment of a lot of army men and constructing checking posts or barriers, besides, raising a wall or erecting fence involving a heavy expenditure. This is a bitter pill which we would have to swallow as a nation if we are to treat this perpetual headache . Kabul would never appreciate such a move because it suits its benefactors sitting in New Delhi to have a porous Pak-Afghan border so that they could easily send saboteurs to Pakistan through it. If Kabul sincerely wants riddance of terrorism which has plagued both Afghanistan and Pakistan it should have no problem in taking these steps which would be aimed at strict monitoring of the border line between these two countries.
Short of effective border management there seems to be no other short cut panacea of the problem. The earlier our rulers realised it the better it would be for both Kabul and Islamabad.
