We must give the devil his due. The Britishers had left many good state institutions in perfect shape to us on the eve of their departure from the subcontinent in 1947. It is another matter we could not even maintain them in the shape we inherited them , what to speak of developing them further .
Look at the railways at the irrigation system , at the civil service, at the judiciary , at the police and at the revenue system, to mention a few. They were in excellent shape in 1947 and were delivering.
In the days gone by, the deputy commissioner who was revenue collector of the district also, besides, district magistrate , used to monitor closely the revenue administration under his bailiwick minutely by periodic surprise inspections of the field work of tehsildars and the patwaris so as to ensure that the record of rights of the landowners is being kept in proper shape strictly in accordance with the revenue rules and law.
The revenue system has gone haywire because the institution of the DC has been destroyed completely by the powers that be . Not only has it been completely politicised, the DC has been unnecessarily involved too much in protocol duties for looking after the VVIPs that he gets little or no time to perform his basic duties like managing the revenue affairs alongwith implementing local and special laws for the look after of the common man of the district he is supposed to administer.
Unless the institution of DC is de-politicised completely and he is left to perform his basic duties enunciated in the Revenue Act as well as the Criminal Procedure Code and the local and special laws he won’t be able to deliver and come up to the expectations of the people.
