While addressing his party’s MPAs in Peshawar the other day, the PTI’s chief Imran Khan has uttered many thought-provoking words. His open declaration that henceforth all discretionary funds would be done away with is praiseworthy. If that was done it would add a feather to his cap. He also promised that he will cut back on the non-developmental expenditure of the president, PM and the ministers. If the PTI’s chief makes good on this promise, it would be a great political achievement too, because experience of hindsight tells us that in the past many presidents and the PMs of this country had invariably made similar promise when they took over the reins of government but they never reduced this expenditure;on the contrary, there was increase in the expenditure on this score.
It goes without saying that the office working hours in this country , particularly, in the public sector are not observed in letter and spirit and the main reason for this is that the heads of the government departments are quite lax on this count. Imran Khan has hit the nail on the head by saying that his ministers would have to be in their seats by 9. am. If they start observing the office timings religiously, there is no reason why any subordinate official should not reach office bang on time. It would be worthwhile if bio-metric system is introduced in government offices so as to instil discipline in the scrimshankers.
The new PM would have to work overtime to right the wrongs committed by his predecessors in office during the past two or three decades. Everything is in topsy-turvy and require complete overhauling and a shake up.
