Every sane soul would agree with what Imran Khan said in his address to the civil servants recently .The bureaucracy has to play in big role in translating into reality political agenda of every party that comes into power through the popular vote.In this connection one may recollect the address to the civil servants of the Founder of the Nation as back as in 1948 in which he had told them in unambiguous words that they are to follow the law of the land ,hook,line and sinker and that was that.That famous address of the Quaid clearly meant that they are not supposed to carry out any illegal order of a sitting government which is transitory in nature if it goes against the law of the land.They are answerable to the state only.
Unfortunately,that guideline of the founder of the nation has been more honoured in breach than in the observance by the successive governments in this country The PM has to ensure that his political team does not deviate from the Quaid’s guideline in this matter.If the political boss of a ministry or government department goes by the book his subordinate government officials simply cannot even think of indulging in any illegality or irregularity.
The PM correctly said that 90 percent people of this country are being subjected to indirect taxation .The poor pay more than the rich.The people now want that the net of taxation be spread to the filthy rich of the country for which the finance minister should take time by the forelock.Documentation of the country’s economy should be the first step in this connection.Meanwhile,what prevents the FBR and the Finance ministry from taxing heavily the members of elite class is not understandable as from the size of their residence to the cars under their use,from the names of the costly educational institutions they send their offspring to as well the the number of their flying trips to Europe the US and the Middle East every year in either business or the first class to the landed property they own,everything is quite known to them.No further inquiry is needed before bringing them under the tax net.
