It is being said that umpteen problems being faced by this country are because of bad governance and if we improved our governance system many of them would automatically go away. This statement is not incorrect altogether but the question is how?
We had inherited a very effective system of governance from the Brits after they left us in 1947. Our civil service, Armed forces, public works department, irrigation system, judiciary , railways and local government set -up, to mention a few, were second to none in the world . The notable feature of our various state organs is that right from day one they were free from all types of vices and prejudices. Words like racism, sectarianism , linguistic jingoism, religious extremism and fanaticism etc etc were unknown to them. They have always believed in only one thing and that was Pakistani nationalism which was a sore in the eyes of our enemies.
It is the civil administration and the police which are directly concernced with the day to day administration of the country . If the law and order is stable, all other government departments find a peaceful environment to put into effect the government policies but if it isn’t good, the entire government machinery goes haywire. Unfortunately, the civil service and the police were politicised to a great extent by the successive governments . Had the institution of District Magistrate, which once was a linchpin of the entire administration , not been politicised, the law and order situation of the country would not have gone to the dogs. Even now the situation can be rectified if the institution of DM is strengthened and reinforced and all types of political interference in his work is forbidden. If any one feels aggrieved by any order of his he can be directed to move the Ombudsman office. The government, however, should appoint the best of best civil servants as DM purely on merit and not on the recommendation of any politician.
