It is wrong on the part of government to give a big hand to the ministers in the appointment of secretaries of their ministry. It is unfortunate that the mindset of our rulers hasn’t changed a whit. Time was when it was simply impossible for a patwari or a Tehsildar or for that matter for an SHO to get posted in the political constituency of any MPA or MNA of the ruling party unless they had their blessings. There was also a time when the things did not remain confined to the posting of the above mentioned lower echelon government servants. Even a deputy commissioner or an SP couldn’t get his posting without the tacit approval of the leading elected political figures of the district they wanted to be posted in. Now the bar has been raised further up to the level of the secretary of a ministry.
If the present rulers had no intention to de-politicise the civil service , why the hell did they cry themselves hoarse when they were in the opposition that on coming to power they would de-politicise bureaucracy?
Is there nobody in the rank and file of the rulers who could call a spade a spade and tell them to their face that by politicising bureaucracy they are openly violating the directive of the founder of the nation who had in his famous address to the civil servants in 1948 told them in unambiguous words that they would be servants of the state instead of the sitting government which is transitory in essence and they ought to consider themselves answerable to the laws of the land only.
