One of the most important issues of state development is digitalization. This topic has been important for Kyrgyzstan for several years. Now, real steps are being taken to increase the pace of digitalization of the republic. To date, much work has been done in this area. Government agencies are actively transitioning to electronic document management. Such activities are important not only to reduce bureaucratic processes and save time, but also to make the work of government agencies more transparent and to minimize corruption risks.
An electronic document management system has been introduced in Kyrgyzstan, which is used in many structures. The system is reported to be used by about 36 thousand employees of civil services. Since the introduction of the system, a total of 3,069,170 documents have been registered. Following is the list of structures, where the system is used:
37 state bodies;
over 500 subordinate and territorial divisions of state bodies;
7 plenipotentiary representative offices of Kyrgyz President in oblasts;
40 regional state administrations;
32 city halls;
21 city councils;
452 village councils;
52 municipal and state enterprises and institutions.
“The electronic document management system (EDMS) Infodocs is an information system designed to automate document flow in state bodies, local governments, state enterprises and institutions to transfer documents into electronic format, which allows to effectively manage document flows, centralized storage of documents, improve control of execution of documents, increase the productivity of employees, facilitate access to information for making management decisions,” the Ministry of Digital Development of Kyrgyzstan said.
It is also reported that the system modules allow to automatically create an electronic base of orders, incoming and outgoing documents. A manager may create instructions to an unlimited number of subordinates with different control dates, resolutions, and monitor their execution. A user can work with several instructions at once. Each document is automatically assigned a number. It is possible to generate electronic reports and archives.
The electronic document management system is developed by the state enterprise Infocom under the Ministry of Digital Development of the republic.
“The use of an electronic signature makes it possible to identify recipients of services, protect information transmitted online, confirm the authenticity of documents, and make it possible to use electronic services of government agencies. Electronic signature is as legally important as a handwritten signature.
Today the number of digital signature owners has grown remarkably and makes over 50 thousand. 20 thousand of them are the representatives of legal entities and about 32 thousand are physical persons. And it is by means of digital signature that owners undergo identification, authorization and authentication procedure for electronic interaction in the unified identification system,” the report said.
One of the challenges faced by the representatives of the Digital Development Ministry is the insufficient level of digital literacy among the population. This direction is one of the priority tasks of the ministry, and to date, active work in this direction is being carried out.
During the implementation of the EDMS technical specialists of Digital Development Ministry were involved, who provide ongoing technical support, as well as train civil servants to work with the system.
“It is necessary to note the psychological side of this issue, as innovations always raise doubts in the population and is perceived with caution. When assessing the influence of these factors on the openness of the population to innovation, a positive attitude with the perception of the ease of use, usefulness, safety and reliability of technological innovations was found,” the ministry said.
In addition, in order to introduce electronic interaction between government agencies, legal entities and individuals in the provision of public and municipal services in electronic format, as well as to ensure transparency and simplification of procedures for obtaining public services, to eliminate corruption schemes, reducing the burden on the population and businesses, the system of interagency interaction Tunduk is functioning.
Technical measures were taken to connect 70 ministries and agencies and 77 commercial organizations to the above system. 829 services and 231 systems, as well as 147 participants were registered in the system of interagency interaction.
