The May of 2022 will enter history as a month with a special reality in the life of our people. This is because on May 17 a joint meeting of the two largest political parties – the Movement of Entrepreneurs and Businesspeople – the Liberal Democratic Party of Uzbekistan and the Democratic Party “Milliy Tiklanish” was held to promote the initiative to introduce amendments and additions to the Constitution of the Republic of Uzbekistan.
On May 20, a joint meeting of the Senate and the Legislative Chamber was held. It was noted that the formation of proposals for introducing amendments and additions to the Constitution and the implementation of organizational measures require great effort and responsibility, with the need to take into account the views of each citizen. A Constitutional Commission was established to deal with these tasks.
Over the past week, citizens have been provided with several opportunities to make suggestions for improving the Constitution. In particular, our compatriots can submit their proposals through the portal Meningkonstitutsiyam.uz and a special Telegram-bot and a call center.
In a short time, the initiative put forward by these people’s representatives was strongly supported by our citizens and the general public. So what is the reason for this? Why is this initiative spreading across the country in such a short time?
This is because this initiative is important as it lays the groundwork for changes and reforms. Over the years, the importance of the participation of our people in the ideas and initiatives put forward in our society, as well as the views expressed by them, has increased in all directions. The demand of our society for reforms and changes is growing day by day.
Our laws and decisions, which are to be adopted based on the opinions and comments expressed by citizens, have been further improved. They are adopted in accordance with the articles enshrined in our Constitution.
However, the current geopolitical situation in the rapidly changing world, first of all, the implementation of the New Uzbekistan Development Strategy for the next five years and the goals set out in it require not only the strengthening of our laws, but also the further improvement of the norms aimed at raising human dignity in our Constitution and adapting it to modern requirements.
This is because our compatriots, who are the direct authors of this strategy, have made several proposals and initiatives to bring our Constitution into line with modern requirements during the meetings and talks with voters in the regions during the Presidential election campaign.
One example is the meeting of the President with voters in Bozatov district of the Republic of Karakalpakstan, where the initiative was put forward by our compatriots who visited the dialogue, saying that today environmental problems are becoming more and more negative, and norms such as human rights and obligations related to the environment should be reflected in our Constitution.
We know that the New Uzbekistan Development Strategy identifies two separate areas aimed at ensuring the development of the country in the process of globalization, while fully protecting the interests of our compatriots and our country, and the goals and objectives for its implementation. In particular, in contrast to the Action Strategy, the fifth direction – to ensure spiritual development and bring the industry to a new level, and the sixth – to approach global problems in the national interest, are defined.
The next task is to ensure the viability of laws and decisions that serve to ensure that this direction and the goals set in it are implemented. This, in turn, requires the improvement of our Constitution, which serves as the main idea for our adopted legal documents, and adapting it to the will of our citizens.
As noted above, the initiative to initiate constitutional reforms was put forward by the Movement of Entrepreneurs and Businesspeople – the Liberal Democratic Party of Uzbekistan and the Democratic Party “Milliy Tiklanish”. However, this initiative is significant in that it also puts forward the wishes and desires of members of the Social Democratic Party “Adolat”, which aims to ensure the rule of law and justice in society, the independence of the judiciary and strengthen social protection. Therefore, we, the representatives of all peoples, in every dialogue and meeting with our compatriots at places, with a thorough examination of every opinion and suggestion they make on the improvement of our Constitution, need to ensure that it reaches the members of the Commission.
The New Constitution of Uzbekistan, which is currently being developed by our people, will undoubtedly serve as a guide for the development of our country, improvement of living standards.
