Since recently, Kyrgyzstan has had a policy of rotation of personnel. It develops in many ways: staff is rejuvenated, people suspected of corruption are dismissed, experience is exchanged among local self-government bodies through the exchange of specialists. Now we can already see the renewal of personnel at various levels. This is especially true for regions, as the country is now developing in such a way that opportunities are created to improve life outside the capital.
Active development is going on in Issyk-Kul, Batken and Jala-Abad Oblasts. With the legalization of gambling business in the republic, new opportunities are opening up in Issyk-Kul. It is very likely that a lot of money and tourists will come there, the infrastructure will be developed and new jobs will be created. Batken Oblast, after receiving special status, could attract many investors. As for Jalal-Abad Oblast, las week Chairman of the Cabinet of Ministers Akylbek Zhaparov said that the second economic heart of the republic is being created there.
“We are far from the policy of selling off idle enterprises. We brought back the Mailuu-Suu lamp factory and approved a business project for its reanimation for KGS 1 billion. Two-thirds of the power generation is in Jalal-Abad Oblast, looped by the alternative North-South road and the railroad interchange (Balykchi-Kara-Keche-Jalal-Abad),” the head of the Cabinet said.
There is an acute need for competent management, which will be able to establish communication and organizational work, as well as to conduct active work among the population, so that there is no lack of communication. In addition, the skills acquired in other areas and industries, as well as a fresh mind will be extremely useful. Moreover, a decree “On the new state personnel policy” was signed by president last year. Within the framework of this decree, heads of local state administrations all over the country were attested by a specially formed certifying commission. In addition, the State Personnel Service of the Kyrgyz Republic selected candidates for the regional personnel reserve.
After signing this decree, the expert community came out with a positive assessment of the innovation. Thus, the state is insured against many negative factors, including nepotism and incompetent specialists. But one of the most important factors is that the rotation should significantly improve the quality of factors. This opinion was expressed by Zhamin Akimaliev, a deputy of the legendary parliament.
According to the academician, the effective system of personnel selection and training that has existed since the Soviet times has been destroyed in 30 years.
“We already talk so much about the fight against corruption, but in reality we see a completely different picture. For example, I am from Naryn. Let’s imagine – I am appointed to a leading post in Naryn. There is obviously a conflict of interest, since all my acquaintances, relatives and friends will be there. Naturally, I will no longer be able to work transparently, impartially, because, whether we want to or not, acquaintances and relatives will still ask for help,” he says.
Undoubtedly, in little more than a year, the personnel policy has been actively developing, deficiencies have been eliminated, and people have been changed. One recent major personnel reshuffle is the appointment of Yermekbai Omoshev as head of Kochkor region of Naryn Oblast. The new head was introduced by Akylbek Zhaparov during a working trip.
“Today a new head has been appointed to Naryn Oblast as well. You must work clearly, openly, and effectively. It is necessary to use all opportunities for the development of Naryn Oblast. Now in order to develop the economy and solve the urgent problems of ordinary citizens, we all need unity and agreement,” said Akylbek Zhaparov. The head of the Kyrgyz Cabinet noted that the rotation of head of regions, started earlier, is successful.
“There has also been a recent rotation of judges and prosecutors at the regional and oblasts levels. Along with this, a decision was made to restore the Houses of Domestic Service in regions. Many of them had been privatized. Therefore, at the initiative of President Sadyr Zhaparov, it was decided to build new buildings for Houses of Domestic Service. Tyup region (Issyk-Kul Oblast) was chosen as a pilot, where construction work will soon begin,” Chairman Zhaoparov added.
In addition to the rotation of heads of regions, the judicial system in Kyrgyzstan is also being reformed in a similar way. The corresponding decree was signed earlier, in April 2022. Thus, rotation has already taken place in more than 70 courts.
Judge of the Sverdlovsk district court Zhanaly Batyrbekov noted that prolonged work of judges in one area may lead to a conflict of interest. In his opinion, whether the judge wants it or not, he will still make acquaintances, friends and other connections, who in the future will be able to ask him for help.
“Connections, acquaintances, relatives, friends, neighbors, and others are the main obstacle for a judge to make a fair decision. Much depends on the honest work of judges in a country. Public stability and the protection of human rights are paramount. This also can include the economic side, that is, the investment attractiveness of the state. Any investor, before making an investment, will pay attention to the work of the judicial system. In this regard, the primary task of judges today is to achieve a positive image of judges,” he said.
Such a personnel policy has demonstrated its effectiveness in world practice. Time will tell how positive the rotation will be in Kyrgyzstan, because now it is too early to judge. One important thing is that the renewal of personnel will have a positive impact on the work and will bring fresh strength to the state structure. – Kabar
