The national census is already delayed by seven years. Last time it took place in 1998. It should have been held in 2008. As a matter of principle it should be held after every ten years. Up till now we have gone for census five times. The first census was held in 1951, the second in 1961, the third in 1972 the fourth in 1981 and the fifth in 1998.
The present government decided a couple of months back that it would hold the sixth census in March, 2016. It is being rumoured that since the census authorities require about 2 lakh army men for the purpose and who cannot be spared at the moment by the army owing to war on terror, the census might be delayed. Should that happen it would be unfortunate because unless the government knows the correct population of people belonging to different age groups as well ratio between male and female population, proper developmental strategy cannot be simply planned. Till how long would we base our developmental strategy on guess estimates regarding our population? The government ought to take this matter seriously. It is distressing to note that the civilian departments are not delivering and even for routine matters they look towards the Armed forces for assistance.
We must curb the tendency of the civilian departments to depend on the Army for everything under the sun. What are they for ?Aren’t they getting billions of rupees as their salaries and other fringe benefits every year out of Taxpayers’money?
