The word corruption is a wide-bodied word which cannot be pinned down to giving or taking kickbacks only. A person who indulges in adulteration of edibles is also corrupt and so is the person who hoards them for creating their artificial shortage in the market in order to scoop fat gains by bringing them into the market at an opportune time. In the same manner a person who is a smuggler also comes within the ambit of corruption. It isn’t hundred percent correct to say that it is only the poor countries where corruption is rampant. There are many poor countries which are free from this vice. In the same manner it is not totally correct to say that in the country where literacy rate is high there is no corruption. Had it been so the white-collared crime would not have been occurred in such countries. The fact of the matter is that it is the unbridled power that our mandarins and political bosses enjoy which is the main source of corruption. Lord Acton had rightly said power corrupts a person but absolute power corrupts him absolutely. Check and balance is, therefore, sine qua non for tackling the issue of corruption effectively.
The American president is the most powerful president in the world but still the American Congress keeps a tight lid on his financial proposals. A case in point is its refusal to sanction 5 billion dollars for constructing a wall on the American border touching Mexico in order to checkmate the illegal flow of human trafficking from Mexico to the US which the American president thinks is responsible for the burgeoning crime incidence in the US. n Pakistan our political bosses and mandarins can spend as much as they like and there is no effective check and balance on their spendings. Why can’t we make maximum use of information technology for seeking out solutions of our issues through machines instead of officials thus reducing their discretionary powers which seems to be the main source of their corruption.
