Those who invented medieval democracy linked it with a famous dictum. GOVERNMENT OF THE PEOPLE, BY THE PEOPLE, FOR THE PEOPLE. I call it medieval democracy because it was the outcome of the revolt, against the King John of Britain, of the English barons and lords, that culminated in the sealing of the famous charter of liberties and rights known as Magna Carta. This charter resulted in the distribution of authority and powers between the King and the Lords. Ultimately the Lords were made to get themselves elected. This system came to be known as Parliamentary Democracy. It was glorified as the government of the people, by the people, for the people.
More convincing form of democracy was born in the United States of America, in which the head the government and the head of the state were merged into one title the President. The oligarchy of the country lost, all authority to rule the country in league with the head of the government, and was made responsible for only legislation.
The rise of China has challenged the dictum that is frequently flaunted to justify and glorify the parliamentary democracy: Govern-ment of the people, by the people and for the people.
It has been established that this dictum has to be shortened to be compatible with the ground realities. The goal is to establish a government that works FOR THE PEOPLE, and that ensures their GOOD, and the administration of justice to them.
By the people, and of the people are ideals that have no relevance with the ground realities. Governance is an area of human activity that requires as much, if not more, expertise and knowledge as Medicine and Engineering. A stupid person by getting elected does not qualify to be an expert in governance. A government, if not manned by skilled persons in all the areas of life, can be the surest recipe for disaster.
