FATA is a difficult area to govern.The inhabitants of tribal region are sturdy,freedom-loving and armed to the teeth with the most sophisticated weaponry one could think of.They are blessed with the gift of the gab.It takes a lot of time to convince them on any issue.They are very particular about their Riwaj which is a sort of gospel truth for them.It is not without good reason that the Britishers used to post their best officers in the tribal belt ,cream of the administrators ,so to speak.After partition our government too for quite a long time made it a point to send mature,cold-headed officers of impeccable financial integrity to FATA as political agents.
For quite some time now,however, the government has been rather irresponsible and carefree in making appointments of the PAs in the tribal area.There are complaints that due consideration is not being given in the matter.For instance, officers with little or no previous experience of service in the tribal belt are directly posted as PA who have a smattering of tribal riwaj and tribal administration.Most of them are play by ear.There are reports that most of them wangle their posting as PA either through the use of some political clout or by greasing the palms of the higher-ups.The immense powers which the institution of the PA enjoys enables them to make a quick buck in a short time without being caught as the funds at his disposal are not auditable.
If we are to set things right in the tribal belt we would have to be extra cautious in sending our best officers there as political agents .No political interference should be brooked in their posting which should be left to the chief secretary of the KPK.
