During the course of PPP’s government between 2008 and 2013 capital punishment remained suspended in the country. When the present government started its stint in office it too followed the suit till the terrorists targeted a school in Peshawar killing a big number of school children. That incident forced the government to change its policy and terrorists as well as persons accused in offences punishable with death penalty started to be hanged.
The government should present before Parliament statistics showing what was the incidence of crime when capital punishment had been suspended in the country and what was the crime rate since implementation of capital punishment. Has the situation improved after its reintroduction and, if so, to what extent? It would be better if any journalist doing investigative journalism also carry out an independent exercise in the matter. Necessary changes in the light of this research can then be carried out in the law of the land accordingly.
Needless to say that reward and punishnent is a must if we want to create a society based on justice , peace and fairplay.
POSTSCRIPT : It seems that Imran Khan is going to take on single handedly in the coming general election some of the major political parties like the PPP, Nawaz League, JUI(F), ANP as well as the nationalist parties of Baluchistan and Sindh! The question is: would he be able to pull it off in the manner ZA Bhutto had trounced all opposition in the 1970 election?
