RAW and CIA had arranged a meeting of Baloch Sub-Nationalists, SSNs (Sindhi Sub-Nationalists) and the USNs (Uyghur-Sub Nationalists) when the 35th Session of Human Rights Counsel in Geneva to be held from 12-14 June 2017 was postponed by nine days. The agenda was planning against the CPEC/Pak-China’s interests in the region. Mehran Marri attended the meeting and delivered a speech (reportedly prepared by RAW) alleging CPEC as exploitation projects and Baloch cultural genocide by Pakistan and China. Representatives of World Sindh Congress (WSC) attended the said forum as well. Uyghur human rights activists, Rebiya Kadeer and Dolikun Aeysa were also present in the said meeting. Promotion of sub-nationalists groups in Balochistan, KPK, Sindh, AJK and Gilgit-Baltistan alongwith establishment of “Ansar-ul-Shariah” (reportedly Al-Qaeda affiliate) in Karachi and projecting the issue at international forums through foreign base sub-nationalists are reflective of multi-pronged, well-orchestrated strategy of Hostile Intelligence Agencies.
India has been funding Baloch sub-nationalists and now is instrumental in formation of Hind-Baloch Forum in India. Pawan Sinha is president and Swami Jitendranad Saraswati is General Secretary of this Forum. With the arrest of Kulbushan Jadev and arrest of other members of the network on his information, there was let up in their vile acts. In July, the forum had organized its first seminar on the topic “How Indians can play a role in the freedom struggle of Balochistan” at Hotel Howard Plaza Fatehabad Road, Agra, Utter Paradesh, India. The guest speakers who spoke on the occasion included Major General (retired) G.D. Bakhshi, Colonel RSN Singh, former Director of India’s prime intelligence agency RAW. It is not difficult to conclude that Indian RAW is behind the establishment of Hind-Baloch Forum.
On June 23, 2017, Dr. Ali Akbar Mengal President Baloch Diaspora France had said: “Balochistan is facing worst kind of human rights violations by Pakistani and Chinese Government. Pakistani forces are doing slow and systematic genocide of Baloch people to clear way for sustainability of Chinese Economic and naval bases in Gawader Balochistan. Baloch Diaspora France warmly congratulates Indian friends for establishing Hind-Baloch Forum at this critical moment when Balochistan and Baloch people are bleeding due to Chinese economic imperialistic policies and Pakistan Punjabi chauvinism. As a regional power, it is moral obligation of Indian government and Indian people to support Balochistan freedom movement and raise voice against human rights violations in Balochistan. Baloch Diaspora will coordinate with Hind-Baloch Forum to raise voice for Baloch people at international forum.”
US Congressmen including Republicans Steve King, Louie Gohmert, Dana Rohrabacher and two other senators had held talks with Khan of Kalat and Harbyar Marri in London. The US delegation was also accompanied by top officials of State Department, and in their presence the Congressmen reassured the Baloch dissidents of their open and clandestine help in their activities in Balochistan and abroad. Although some of these representatives have been meeting the Baloch leaders but the presence of US governmentt officials is a source of concern for Pakistan. This simply indicates the extent of involvement of US establishment in the internal affairs of Pakistan (Balochistan). It also confirms speculations expressed by certain quarters in Pakistan that US establishment was, directly and indirectly, helping some armed groups of Balochistan.
In the past BLA and Khan of Kalat had planned to take the Balochistan issue to International Court of Justice (ICJ) and expected India to pay $2.4 million lawyers’ fee to contest the case in ICJ. Indian refusal led BLA and Khan of Kalat to approach US leaders. In February 2012, three Republican Congressmen (Dana Rohrabacher, Louie Gohmert and Steve King) had tabled a bill before US Congress stating: “Balochistan is currently divided between Pakistan, Iran and Afghanistan with no sovereign rights of its own. In Pakistani Balochistan people are subjected to violence and extrajudicial killing. The bill favoured Baloch rights of self-determination, having a sovereign state and must be afforded the opportunity to choose their own status.” Similarly hearings convened by Senator Rohrabacher and Col (R) Ralph Peters US House Committee on Foreign Affairs’ on extrajudicial killings and human rights violation in Baluchistan had shocked Pakistan.
US government quickly distanced itself from Congressional hearing by Rohrabacher and Peters’ testimony. The US government spokesman had then said that it did not subscribe to the views of the Congressmen. However, US think tanks, NGOs and websites continue to instigate the separatists in Baluchistan. US government has also been pressing Pakistan to allow opening of a consulate in Quetta; and the objective perhaps is to execute anti-Pakistan schemes. US Congress (Tea Party) members are also working for an independent Balochistan, and they held meetings with dissidents in London. They reportedly reassured the scions of dissident Baloch sardars of more funds if they come into power, which may lead to more violence and bloodshed in Balochistan. Tea Party members were also reported to have developed relations with Baloch Lobbyists from Iran’s province of Seistan-o-Balochistan and Jundullah. Thus Pakistan has to be on guard so far as the US is concerned.
