The Republic of Tajikistan supports all international and regional initiatives and condemns all forms of discrimination and intolerance on religious, ethnic, racial or other grounds. September 29, 2015 by the decision of the Supreme Court of the Republic of Tajikistan, for organizing an attempted armed insurrection of the Islamic Renaissance Party of Tajikistan (IRTP) is recognized as a terrorist – extremist organization, the activities of the party and its printed publications are prohibited on the territory of the Republic of Tajikistan.
Having moved to foreign countries recently, the leadership and active members of the terrorist – extremist organization of the IRPT use the territory of the Shanghai Cooperation Organization (SCO), Commonwealth of Independent States (CIS) and European Union (EU) countries as a springboard for conducting illegal anti-constitutional activities against the Republic of Tajikistan.
We are deeply sorry about the meters that the Organization for Security and Co-operation (OSCE) provides a platform for organizations, whose ideology is based on the principles of religious intolerance, violence on religious grounds, as well as anti- Semitic content.
We can mention some quotes from the book of the founder and spiritual father of the IRPT, prohibited in Tajikistan, “On the Other Side of Politics”. The author openly advocates violence and calls for the killing of citizens of Tajikistan, even if he considers himself a Muslim, he does not support their political views. On p. 190 the author calls “territory of the infidels” (dar-al-kufr) and “territory of war” (dar-al- harb), that is, using the terminology and rhetoric of the jihadists, which is not different from the so-called IS. On page 198, the author says: “Those who live in the territory of the enemy today, even if he considers himself a Muslim, but does not join us, is wrong, and are treated as wrong, that is, he is allowed to take his property, to shed his blood, and his marriage is considered not valid.”
Also official publishing house of IRPT had been publishing a number of literature advocating religious intolerance and hatred towards people of other religions, in particular Jews and Christians. So in the book “Why did you turn away from Islam?” published by the Committee on Culture of the Islamic Renaissance Party, violence and hatred against Christians and Jews are promoted. Thus, page 31 of this book is titled “Jews the Hateful Nation”. On page 32 the Jews are described as “the nation which has broken down the history of mankind”. At the same time, Jews were accused in the prosecution of regional and religious wars, even WWI and WWII, and the creation of new religious minorities, such as bahai movement in Iran, and so on:
“Most of the regional and religious wars, even WWI and WWII, were made by the hands and the coins of Jewish merchants. Pages 33-39 speak of the well-known fake “Protocols of the Elders of Zion”, introducing the theory of Jewish conspiracy to the readers. Pages 39-63 promote hatred and violence against Christians.
At the same time, it should be reminded that on page 120 of that book also there are special passages against those who have accepted other religions, such as Christianity and so on. The author says that “their punishment is death penalty”. The author criticizes the government of the Republic of Tajikistan for its soft and friendly attitude to “the unfaithful betrayers of their religion, who should be put to death.”
Over the years of its operation in Tajikistan, the official publishing house of the party has published dozens of books with similar content, as well as articles with content promoting religious intolerance, violence, anti-Semitism. The thematic analysis of the publications of the resources controlled by the IRPT found that out of 827 published anti-constitutional articles 707 – 85.7% has hate speech and propaganda of violence against so called “others”. Hence it can be concluded that the information and propaganda apparatus of IRPT conducts well-coordinated activities against the foundations of the constitutional system of the Republic of Tajikistan, disseminates false or distorted information with the aim of destabilizing the situation in the country, and increasing the protest potential.
This factor cannot but be of concern to the Government of the Republic of Tajikistan, since attempts to come to power by illegal methods are a crime prohibited both by the domestic legislation of the Republic of Tajikistan and international normative acts. To prove what has been said, it is enough to go to one of the above sites and see several publications.
The Center for Islamic Studies under the President of the Republic of Tajikistan has conducted a religious study of such publications, and in the near future can be presented to all interested parties, in which we hope for help from the OSCE and other international organizations.
Based on the foregoing, we call on the OSCE / Office for Democratic Institutions and Human Rights (ODIHR), as well as all other interested institutes, to pay attention to the indicated facts and limit the presence of an organizations whose ideology is based on the principles of religious intolerance, violence, anti-Semitism at official events and sites.
