The Afghan government had confirmed the presence of Daesh in Afghanistan, as it was also claimed by the Afghan Deputy Foreign Minister, Mr Hekmat Khalil Karzai that the threat from the ISIS or Daesh in Afghanistan has been localized to the eastern and south western parts of Afghanistan. Experts believe that groups like the ISIS and Taliban were adopting tactics of intimidation to create differences between ethnic groups in Afghanistan, a nation of different ethnicities, which never had ethnic violence. The emerging ascendancy of Daesh or ISIS elements in Afghanistan has mystified the regional countries as well as the international community, who are desperately anticipating the fall of Daesh. As the dominance of Daesh seems evitable in case of weakening of Taliban, but in such a case, the chances of getting strong by the most evil and undesirable creature i.e Daesh, would be able to emerge as dominant destructive force in the region if it groomed and established in Afghanistan. The evil and its demon would also travel to the regional countries, as already envisaged by the international and regional countries.
It is broadly viewed that Daesh and Taliban are using tactics of intimidation and fight to win more fighters, resources and geography in Afghanistan and surrounding regional areas. The previous, takeover of the city of Kunduz by the Taliban, which lasted few days, was like a jolt or reminder about the increasing strength of the Taliban and foreign fighters fighting in Afghanistan. The Uzbeks and Czechs dominates their identity as a charisma and militants’ aspirations at regional and global level, which obviously are considered as greater than Afghanistan’s ability and capability to neutralize their nefarious designs. The apparent aim of these elements points toward creating the corridors for supply and provide training to other different groups. Keeping in mind the importance of Afghanistan’s geographic position, it has been found that many attacks in the northern region of the country were a calculated strategy by militants, as they saw the northern routes as a direct way to central Asia. Besides, the Afghanistan’s security apparatus had failed to tackle the situation emerged during Pakistan’s military operations in North Waziristan, which had permeated militants into Afghanistan.
Experts classified the past four decades of Afghan history into four different types of economies: a war economy, an aid economy and a narcotics economy. There is a general consensus within donor and aiding countries to Afghanistan that it is high time for Afghanistan to now focus on a trade and agriculture economy. Although, this slogan has received little attention in the past, but it seems that the future of Afghanistan lies in being solely dependent on her own economic well being. Besides, adopting her foreign policy objective which is said to be having the regional consensus on stability and security in Afghanistan. Hence experts opine that Afghan foreign policy could be divided into multiple layers, which broadly include its neighboring countries, such as Iran, Pakistan, China, Tajikistan, Turkmenistan and Uzbekistan.
The secondary layer contains the Islamic countries in the region such as Saudi Arabia, Qatar, Kuwait and UAE. With these countries Afghanistan seeks to get religious clarity in its battle with religious extremist forces. Europe, US, Canada and Japan fall into the third layer as they share; to some extent the very common and collective threats and have a strategic partnership with each other based on the apparent and some hidden realities in Afghanistan. The fourth layer covers other countries in Asia and the fifth is international organizations. Taking them onboard could be a daunting task for Afghanistan, but its fruits would be enjoyed by every stake holders, in this episode of Afghanistan. Pakistan and Afghanistan are in dire need; to enhance the present apparatus of the relationship, based on diplomatic, political, security cooperation, trade and economic partnership, social-cultural civil society and education partnership. However, it is important to broaden this strategic partnership and build on the friendship between the two countries. Indian influence is also gradually increasing in Afghanistan and their negativity is gradually influencing the security and political circles of Afghanistan, the trend could damage the ongoing initiatives of fostering good relations between Pakistan and Afghanistan, if the negativity is not checked by the responsible Afghan quarters. Experts believe that there have been three key transitions of importance in Afghanistan.
On the other hand, there are observable chances that Daesh may soon priorities their organization in Afghanistan, as their myth of being unbeatable has almost been tarnished in Iraq and Syria. The elements of Daesh in Afghanistan has also faced a stiff resistance in the shape of Taliban, Although the creation, emergence and its rooting out is one of a wonder ,confusing the logics that who is behind these evil forces. Israel being a silent spectator and to some extent the helper of Daesh during the Syrian war some how tells the whole story about the whole game, but probably its not the time to expose the veil by her US partners. At some point the creation would act as the un controllable project by US and her affiliates, when they could feel the out come its damaging creation of failure of her creation, which has almost begun as in Afghanistan the menace is effectively countered, besides Taliban are becoming their natural enemy and their fighting has shown some way of reconciliation with Afghan Taliban with the Afghan government. There is a dire need to launch multifaceted efforts to improve relations between Afghanistan and Pakistan. Both the governments need to soothe bitter context, tackle trust deficit, which can somehow de-escalate the heightened tensions and improve mutual perceptions being created by the enemies of Afghanistan and Pakistan.
