News to the effect that many civil servants are contemplating to resign due to political interference in their work are,lately,circulating in the media.Experience of hindsight reveals that if in any governmental set up the civil servant heading it and his political boss are both corrupt there is going to be a smooth sailing in that department but if the civil servant is financially honest and his political boss is not,obviously,in that case the former cannot hit it off with the latter.Since the latter happens to be politically powerful in a democratic set up than the former, the civil servant is normally eased out of his job and made an OSD which is an abbreviation of officer on special duty.It is a sort of punishment which has always been the fate of upright officers in this country.
I am reminded here of a speech of the founder of the nation made by him in 1948 .While addressing the civil servants he had advised them to be more faithful to the state and law of the land than any sitting government which is transitory in nature.It will come and go while the state would always be there.Soon after the creation of his country, a big number of refugees from India had come to Karachi where a Committee headed by Commissioner was formed to make allotments of plots to them .An old Muslim Leaguer met the Quaid asking him to tell the Commissioner to allot him a plot.The founder of the nation told him that he cannot interfere in the work of the commissioner.
The founder of the nation must be turning in his grave over the political interference in the work of civil service by his successors.Today all state institutions stand completely politicised.In such a state of affairs the slogan of good governance is no more than a hollow slogan.
