It is a pity that our municipal organisations have not been looking after properly the civic needs and requirements of the people they are supposed to serve ?Incidence of dog-bites, for instance, has been on the increase in the country and what is worrisome is the utter neglect of the municipal staff to eliminate pye dogs who are often found moving around in the city lanes and markets virtually in droves and who bite the women , children and the old infirm with rare abandon. What is more pitiable is the fact that when the victims of dog bites rush to the government hospitals and dispensaries for the first aid, they are often told by the hospital staff to buy the anti-rabies vaccine from the open market as they don’t have it in their hospital stock. Isn’t it the responsibility of health department to keep this life saving vaccine in their stock?
The municipal bodies give NOC to builders to construct multi-storeyed buildings but have they ever thought how are they going to extricate the persons living in the upper storeys of these buildings if they are trapped in fire?Have they got at their disposal necessary equipment for the purpose?
About the Fire brigade system in vogue the less said the better. Most of the municipal bodies don’t have fire brigades and even if some of them do own them they are not fully functional and are incapable of extinguishing fire. In many countries the firemen are trained like the jawans of the armed forces and only physically fit persons who are highly trained in fire extinguishing are employed. Cant we replicate here the fire fighting system in vogue, say in many developed countries?
