Whenever one reaches the age of superannuation one must call it a day. No body is indispensable . Time was when the retirement age of government employees was 55. It was raised to 58 and then to 60 by the successive rulers in this country for the benefit of their blue- eyed boys in the civil service as they, in their own wisdom, considered these johnnies as wiseacres useful for them. It is another matter that many others benefitted in the process from this increase in the retirement age.
Seniority alone should be considered as a criterion for promotion. But if a person is insane or medically unfit or notoriously corrupt he should never be promoted, no matter, if he senior most and instead person second in the seniority list should be promoted in his place but the promotion board must record reasons in writing for ignoring the senior most official from promotion. In no circumstances should extensions be given to the officials due for retirement. If this procedure is adopted letter and spirit there won’t be any heart burning among the officials, particularly, those officials who are bypassed by their juniors on political expediency.
The main reason why good governance is a far cry in this country or the law and order has gone to the dogs is that the right and deserving persons are not being appointed on key administrative positions. The bureaucracy has been highly politicised.
POSTSCRIPT : If one looks at the results of our cricket teams visiting the Down Under one finds that the Aussies have always been a strong side to beat on their home grounds. Very few cricket teams of Pakistan have been able to to cross swords with them effectively. The recent trip to the land of kangaroos of the Pakistan cricket is a case in point.
