If any civil servant falls foul of his political boss due to any reason he is removed from his job and designated as an OSD , which is an abbreviation of Officer on Special duty. Dozens of civil servants in the centre as well as in the four provinces of the country are working as OSDs today .
The OSDs are of two types. In the first category are included those officers who are in the eyes of their political bosses incapable and corrupt while their second category comprise those officers who are of impeccable financial integrity and who follow the law of the land and their only fault is that they refuse to obey any order from their political boss which is against the law of the land.
It is understood that the PM wants to address this problem as he is unhappy over the fact that government servants should be drawing their salaries but doing nothing in return.
The PM may, however , bear this in mind while working out any mechanism in this connection that in the first instance an officer should not be kept as an OSD for more than one month in any case and his case be decided withing 30 days after holding a proper probe. In case he is found guilty of corruption or incapable to deliver he be punished . What the PM needs to keep in mind is that it would be essential for him to call on the carpet his CM or minister if they are found responsible for posting any honest and law observing officer as OSD only because he had refused to implement their illegal orders.
Experience of hindsight tells us that, more often than not, many straightforward and law abiding officers land as OSDs merely because they had refused to implement illegal orders of their political bosses.
