In the 1990s and the subsequent years the first-choice job of successful civil service candidates was Police rather than Civil or Foreign service. Mians created personal fiefdoms within bureaucracy. DMGs became their henchmen everywhere. Now IK’s main problem lies in this area.

6 of my class fellows retired in grade 22. Two of them were made members of Public Service Commission. One, Roshan Zamir Rizvi was my childhood friend. He called me to his office one day to show me answer papers of those who were to become Civil Service Officers & run the country1/2.
