Kabul has recently turned down Islamabad’s request to hand over chief of the Daesh Aslam Farooqi to it on the plea that since extradition treaty doesn’t exist between Pakistan and Afghanistan the former’s request cannot be acceded to.Let us admit that neither India nor the US want development of cordial relations between Pakistan and Afghanistan for their own different political reasons .Washington wants turbulence in this region as that suits its nefarious designs to fish in the troubled waters while India desires that every government that comes to power in Kabul should play second fiddle to it so that it could create troubles for Pakistan while using the soil of Afghanistan.
India is Afghanistan’s almoner and it is in the evidence that it has been carrying out subversive activities in Pakistan through its agent in Pakistan who then take refuge in Afghanistan after commission of offences in Pakistan. If Afghanistan signs extradition treaty with Pakistan it would become exceedingly difficult for India to use Afghan soil as a launching pad in its sabotage activities inside Pakistan. Had such a treaty existed it would have gone a long way in eradicating acts of terrorism on both sides of the Durand Line .All is, however, not yet lost. Even now if an extradition treaty is signed between these two countries it would break the back of terrorism in this region.
The fencing work on the Durand Line needs to be completed as early as possible but mere fencing is not going to checkmate the entry of Afghanis into Pakistan unless a strict visa regimen is put into effect also. There is a need to replicate the visa system introduced in America after nine – eleven on the Pak-Afghan border.
