More than 15 years ago, the UN developed a global strategy to combat international terrorism, which is one of the most urgent problems of our time, since terrorism was seen as a serious threat to the sustainable development of every nation, people, region, population, and the entire world deeply realized that without overcoming it, progress is impossible. No one country can resist terrorism alone. Only the joint efforts of all states, international structures, non-governmental organizations can achieve the expected result.
One such effort was the high-level international conference recently held in Tashkent “Regional Cooperation of Central Asian Countries in the Framework of the Joint Action Plan for the Implementation of the UN Global Counter-Terrorism Strategy”.
The Kyrgyz delegation at the event was headed by Deputy Minister of Foreign Affairs Azizbek Madmarov, the delegation also included Deputy Ombudsman Albert Kolopov, representatives of the State Committee for National Security, the Prosecutor General’s Office and the National Institute for Strategic Studies of the Kyrgyz Republic.
In his greeting, President of Uzbekistan Shavkat Mirziyoyev to the participants of the conference, especially emphasized that the fight against terrorism should be comprehensive, have effective mechanisms for interstate cooperation, both global and regional. The global danger can only be overcome together, there is no other way.
In an article published on March 10 this year in the Narodnoye Slovo newspaper, First Deputy Chairman of the Senate of the Oliy Majlis of Uzbekistan Sodik Safoev noted that in recent decades, humanity has achieved tremendous success and high milestones. “However, until now, people cannot feel safe, as the risks are also globalized in line with world progress. One of them is undoubtedly international terrorism. The whole world is united in the fight against this evil, but terrorism still exists in its manifestations,” he said.
The author of the article said that holding a high-level conference in Uzbekistan has a symbolic meaning. Addressing the conference participants, the head of Uzbekistan shared his opinion on various areas that are aimed at overcoming this global problem. “The nature of the threat changes with time. For example, now when the concept of cyberterrorism has appeared, it becomes much more difficult to control the situation with cryptocurrencies. There is no doubt that these factors also serve to finance terrorist activities in our region,” Shavkat Mirziyoyev noted in his speech.
As a solution to the problem, the president of Uzbekistan noted that it is necessary, first of all, to direct the youth on the right path, to actively work with them. “Terrorist groups basically try to recruit young people with no life experience, without a broad worldview. This can be seen in the example of terrorist groups operating in different regions of the world,” the head of Uzbekistan said.
It is noteworthy that representatives of international organizations and foreign experts who participated in this authoritative forum actively supported all the initiatives and proposals put forward by Uzbekistan.
An important reality of the international event was the adoption of the Tashkent Declaration and the updated Joint Action Plan. Uzbekistan noted with satisfaction that the Tashkent Declaration is a great achievement of Uzbek diplomacy.
Safoev explained that in its essence and significance, this document is a consistent and logical continuation of the two Ashgabat declarations on countering terrorism, the Samarkand Declaration on enhancing the role of youth in countering violent extremism and radicalization leading to terrorism, and the Dushanbe Declaration on the results of the high-level conference “International and regional cooperation against terrorism and its sources of financing, including drug trafficking and organized crime.”
The Tashkent Declaration and the updated Joint Action Plan, in turn, are important for uniting the efforts of the countries of Central Asia and the whole world in the fight against terrorism. This is also emphasized by the forum participants.
Naturally, strengthening cooperation between the parliaments of the Central Asian countries is an urgent need, because bilateral and multilateral partnerships serve as a weighty and effective mechanism for discussing and promoting all counter-terrorism measures.
“The important international conference held in the capital of Uzbekistan and the Tashkent Declaration adopted at it are of great importance for giving a new impetus to the efforts of the world community to combat terrorism. The next goal is the coordinated implementation of the tasks defined in this document,” Safoev concluded.
