Whom does Waqar hold responsible?

I am amused to read the statement of Waqar Younus that the defeat in the series against England is an eye-opener.
To whom has be addressed his statement if not himself?
To those who gave him responsibility and authority to assemble a winning combination?
Did they blunder in their judgment?
I believe Waqar Younus should have learnt a lot from the two straight losses after the victory in the first one-day international in which England had been virtually outclassed.
But ridiculous experiments remained the hallmarks of all subsequent encounters. After Babar Azam had played gem of an innings at number six in the first international he was promoted to the opener’s slot where he lost his touch and confidence.
Every experiment that was made in the T-20s proved to be a disaster. I personally believe if Yasir Shah had played in place of either Wahab Riaz or Irfan, England would not have scored so freely in the death overs.
Why wasn’t Anwar Ali tried as a pinch-hitter in the top order if experiments were so necessary to be made?
We should have won the last two encounters quite comfortably, if those who messed up everything had kept their nerves?
Why weren’t Hafeez and Shoaib not sent to bat in the super over?
Many questions need to be answered.
This was a case of sheer indiscipline for which someone has to accept responsibility.
