All the good work done by our Army in Waziristan would go down the drain if the following steps weren’t taken on a war footing. First and foremost is the immediate resettlement of the displaced tribesmen in their home and hearth. Second, is the posting of honest, hardworking officers as political agents who are well versed in tribal customs and riwaj. Third is special developmental package for FATA under a strict monitoring system so that there is no compromise on the quality of developmental schemes. Fourth is the recruitment of about five thousand levies or khassadars in each Agency and two thousands in every Frontier region. These Levies should be properly trained by the Army and after equipping them with latest weaponry be posted on vantage points on all the important roads inside FATA. They should be given the same pay scale and service benefits which the frontier corps jawans are getting
There should be another defence line on the border of the KPK with the FATA which should be manned by frontier constabulary. Above all, as a first step towards transferring power to the tribesmen, elections to the local bodies be held but while doing so, the concept of age old NIKAT system of the tribal society should not be violated.
As would be evident from a perusal of draft of FATA reforms made public by the government recently the government doesn’t contemplate revolutionary steps in this connection and would carry out reforms in an incremental manner which is fair enough. It would be better if the political administration in every tribal agency rebuilds the institution of tribal elders known as Maliki system and take work out of it.
