The recent direction of the KPK’s CM to his cabinet ministers to be available in their office during office hours for four days in a week is laudable. The CM must now follow it up with regular surprise checking whether this decision of his is being implemented in letter and spirit. He had better set up a precedent himself first by following this work schedule. The ministers are supposed to spend Monday, Tuesday, Wednesday, Thursday and Friday either in the assembly or in their office. They must spend every Saturday in their constituency in order to be in touch with their electorate.
There is a Chinese proverb which say that fish starts rotting from the top . An Arabian proverb says the common man follows the life pattern of the rulers. If the subordinate staff comes to know that the top man means business it starts behaving also.
It is a pity that good governance is a thing of the past and government functionaries these days seldom come to their offices in time . If the ministers would start observing office timings religiously it would have a salutary effect on the bureaucrats too.
The CM must also take a notice of the grown and growing pendency of revenue cases in the various revenue courts of the province. Time was when the CM or the Chief secretary used to hold monthly meetings regularly to apprise themselves of the backlog of pending revenue cases and gave a dressing down to the presiding officers of those revenue courts where there was a lot of pendency. That practice seems to have been discarded long ago.
