Governor State Bank and chairman FBR were suddenly shown the door by the government a couple of days back. Media reports indicate that they were given marching orders because they weren’t delivering. It would have been better had the rulers told the taxpayers in detail about the precise nature of task given to them which they failed to perform and why and how?Since that was not done , the media, true to its wont indulged into different types of stories with the result that the real cause of these transfers was never made known to the taxpayer. The tragedy with the affected bureaucrats is that since under the law they cannot come on the TV or media to explain their side of the story they suffer in silence.
Experience of hindsight tells us that in nine out of ten cases whenever some straightforward , honest and law-abiding civil servant refuses to implement any order of his political boss which is illegal or wrong he invariably. incurs his ire and is soon replaced. If every bureaucrat worth his salt decides not to carry out illegal orders of his minister, heavens are not going to fall on him. His minister cannot hang him. The most which he can do with him is that he will be removed from the post he is holding and posted as an OSD. The problem is that no bureaucrat is ready to sacrifice his lucrative post and become officer on special duty.
The political bosses have also made it an habit to post junior officers on senior assignments and then take illegal work out of them . Since these officers are beholden to them they simply cannot dare to say No to them.
