Prime Minister Narendra Modi is sure to win second term in office as his Bhartiya Janata Party (BJP) had a convincing victory in the elections. Modi’s BJP broke its own record for an election performance, but this Poll is a vote for ultra-Hindu nationalism. Pakistan has to be watchful, as according to a part of international media Narendra Modi may continue to have strained relations with Pakistan, and he may decide to attack Pakistan.
Of course, he will have to think twice vis-a-vis botched air strikes, as Pakistan has proved its mettle even in conventional warfare recently, be in on the Line of Control, working boundary or violation of airspace. There is a possibility that Modi will drum up the designation of Jaish-e-Muhmamad (JeM) chief Maulana Masood Azhar as a global terrorist under the United Nations Security Council resolution 1267, and try some misadventure.
Since 2008, the US attempted four times to get Masood Azhar listed under the UNSC resolution 1267 but every time its move was thwarted by China. However, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’ish), al Qaeda, and associated individuals, groups, undertakings and entities approved the addition of the entry to its ISIL (Da’ish) and al Qaeda Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo. There was neither mention of the Pulwama attack in Jammu and Kashmir nor reference to ongoing struggle of Kashmiris in Jammu and Kashmir. Pakistan had rejected earlier proposals to list the JeM chief, as India wanted to link it with the movement in Indian Occupied Kashmir where Kashmiris are waging struggle to get their inalienable right of self determination.
Once politically motivated attempts to link it with the Pulwama incident and the legitimate Kashmiri struggle for the realisation of the right to self-determination were removed, the current amended listing proposal was approved. Of course, China withdrew its opposition after consultations with Pakistan, and that Pakistan agreed to the listing after its objections were addressed. China had wanted to delay the matter in view of the ongoing elections in India; however, China in consultation with Pakistan withdrew its opposition. In fact, China and Pakistan succeeded in avoiding UNSC and brought the matter back to sanctions committee, delinked it with state institutions and labelling of J&K movement as terrorism. Pakistan had declared Maulana Masood Azhar and Jaish-e-Muhammad as defunct and disbanded since 2002 with following conditions, whereby he will not be allowed to travel abroad; will not have any bank accounts, and will not be able to own or carry any weapons.
However the listing of MMA will be exploited by India, especially by Modi’s victory in the elections. Pakistan must remain on guard against RAW sponsored terror attacks against CPEC and Chinese working in Pakistan, as India will try to exploit the MMA listing. Indian RAW is already active in Tribal areas, and reportedly funding Pashtun Tahaffuz Movement (PTM), whose leaders would not spare any opportunity to defame Pakistan. The hate speech and a resultant registration of a police case against self-proclaimed PTM leader Gulalai Ismail is a case in point. She tried to instigate public sentiments in the garb of unfortunate murder of ‘Farista’, a ten year old girl in the Federal Capital. Manzoor Pashteen, Mohsin Dawar, Ali Wazir and Gulalai Ismail the fake leaders are being funded by enemies of Pakistan, and are working on Indo-US agenda to destabilize Pakistan.
